Summary

In 2004, RHG applied for a HOPE VI grant to revitalize the high-rise Chester Towers site.

The six-phase plan for the Chester Towers included the demolition of the two existing thirteen- and fourteen-story apartment buildings that housed 300 seniors and disabled residents, as well as the offices of Chester Housing Authority (CHA).

Construction for mixed-use structures that house 125 senior units, retail space and offices has been completed. The final phase of the project is scheduled to be completed in March of 2013. Together, all six phases will provide a total of 279 units, created through various sources of funding, including HOPE VI, Tax Credit Equity, both 9% and 4%, state grants, an NSP stimulus grant, TCAP, bank financing and RHF funds.
