In 2004, RHG applied for a third HOPE VI grant – this one covering the revitalization of the high-rise Chester Towers site.
The six-phase plan for the Chester Towers included the demolition of the two existing thirteen- and fourteen-story apartment buildings that housed 300 seniors and disabled residents, as well as the offices of Chester Housing Authority (CHA).
Construction is planned for smaller mixed-use structures destined to house 125 senior units, retail, offices and the future Chester Community and Cultural Center, as well as offsite construction on three other CHA owned sites.
Together, all six phases will provide a total of 279 units, created through various sources of funding, including Tax Credit Equity, both 9% and 4%, state grants, an NSP stimulus grant, "T-cap," bank financing and RHF funds. The first three off-site phases, including 24 home ownership units, have closed and are fully occupied.
